Oglala Lakota Housing Authority COVID-19 Financial Hardship Homeowner Assistance Fund (HAF)
In the American Rescue Plan Act of 2021, Congress created the Homeowner Assistance Fund (HAF) to provide funds to tribes to assist with helping homeowners who are facing hardship due to the COVID-19 pandemic. The purpose of the Oglala Lakota Housing Authority COVID-19 Financial Hardship Homeowner Assistance Fund is to prevent mortgage delinquencies and defaults, foreclosures, loss of utilities or home energy services, and displacement of homeowners experiencing financial hardship after January 21, 2020, due to the COVID-19 pandemic.
COVID-19 funding is a limited amount of funding for a short period of time.
Services from the HAF Program can assist with:
- Utilities
- Internet
- Windows
- Doors
- Refrigerators
- Stoves
- Funaces
- Water Heaters
- Central Air Unit
- Air Conditioners for Elderly Homeowners
ELIGIBILITY REQUIREMENTS
In order to be eligible for OLHA HAF services, you must:
- Own the residence in which you are living
- Own your primary residence
- Be an enrolled member of the Oglala Sioux Tribe
Applicant does not need to have a mortgage to apply.
INCOME GUIDELINES
- Oglala Lakota County: $90,000 – $103,500 based on the number of family members in the home
- Rapid City Area: $90,000 – $112,000 based on the number of family members in the home
TO APPLY
To apply for OLHA HAF services, you must submit a completed application and all supporting documentation. Applications must be filled out completely for processing to begin. Applications can be picked up and dropped off at the Oglala Lakota Housing maintenance offices in each district.
Applications for the HAF Program must include:
- HAF Contact Sheet
- Statement outlining what steps homeowner will take to meet their own financial needs after assisted
- Income (2022 taxes), W2’s, SSI
- Mortgage documents or title
- Copies of utility bills, including internet (can take up to 10 days for payment)
- Other documents might be needed depending on case by case basis
- Applicants must include how COVID-19 has impacted them
